A county warning can cover a thousand square miles for an hour. Closing on one would shut amenities for whole afternoons when nothing came within twenty miles, and staff would learn to ignore it. The rule stays what it has always been — a ground strike inside the ring closes the building. The warning's job is to make sure we are watching closely when that strike arrives.
